Abstract

At the end of a lost decade in Latin America and the Caribbean, all eyes have turned to Cuba, the last to share that experience. The delay, depth and breadth of the Cuban crisis explain why its analysis still constitutes a separate case in our heterogeneity. The authors of the papers gathered in this issue of the Journal International Studies understood this, giving readers the opportunity to test their hypotheses and proposals on the nature of the regional crisis and that of Cuba, in particular. These individually and jointly develop an international political economy approach and historical perspective, covering the period from 1959 to 1991. This makes it possible to identify the specific effects of the embargo initiated in the 1960s, of the debt crisis with the Western economies, and the socialist and Soviet collapse, as well as to appreciate the combined effect of the three today.

Author Biography

Francisco León

Cubano, licenciado y doctor (c) en sociología económica de la Universidad de Lovaina. Ex director del Instituto de Sociología de la Universidad Católica de Chile (1969-1971). Trabaja como oficial de asuntos sociales de la División de Desarrollo Social de la CEPAL a la que ingresó en 1971. En sus trabajos de asesoría destacan los de manejo sociopolítíco de programas de ajuste y estabilización (Bolivia, Honduras, Perú, República Dominicana). Es autor o coautor de varios libros y artículos sobre políticas de desarrollo. Ha escrito diversos artículos sobre la crisis cubana actual, entre ellos: "Crisis, económica, democratización y cultura política en América Latina y Cuba" (1991), "Cuba: Procesos y dilemas" (1992) y "Los desafíos de la investigación social en Cuba" (1993).
