Social Housing: A Challenge for Sustainable Development

Abstract

This presentation took place at the III Social Housing Nacional Meeting of the Camara Chilena de la Construcción in October 1994. It refers to the evolutive character of social housing and it double dimensions as an ecological unit, where its users as well its users as well as its habitat are in a modification process. This situation is stressed since given a lack of resources, it is not possible to satisfy all the necessary requirements at the beginning. Only the minimal conditions are met and therefore there is a urgent need to make it evolve towards its transformation and improvement. Several interpretations as regards sustainable development are now presented and among them, the one by the Bruntland commission on environment and development. This conception, which states a relationship between present and future, is applicable to social housing since it must consider the possibility of achieving better levels as regards live and residential quality and urban of rural and environmental quality as well, not only for future generations but for the present ones too. As a consequence of this, it is absolutely necessary that in the implementation of social housing projects, initiatives and measures be included aiming at its transformation and improvement, considering the fact there are factors capable of inhibiting of facilitating such improvement and which can be controlled. These factors are illustrated through some habitational topics. This presentation is ended by pointing out that in spite of the fact that this is a challenge which can only be met with the participation of everyone having a part in it, the Camara Chilena de la Construcción is the private institution with the strongest influence on the construction activity and social housing is part of that activity. So, as an institution its guidelines are very important when decisions are taken at the highest levels and also among its associates.
