Abstract

This paper states that the present state policy for the production of social housing has had a low innovating profile and it needs and urgent radical improvement. This is due to the form in which the invitations to tenders for construction, applications and allocation is done. The characteristics of the participants remain stratified and this gives the impression that everything is in order and working well. Contrary to this is the negative social impact which the quality of the produced habitat has which confirms the need for a twist in state housing policies.
