Abstract

This paper deals with a work we carried out for the Housing Improvement Project in El Alto . This Project was originally under the responsibility of Red Habitat NGO with international financial support which allowed for administration costs and the management of housing resources as a Fondo Rotatorio (Rotating Found). It also provided legal and technical assistance, the strengthening of social institutions and research. Later on and due to the importance acquired by the Fondo Rotatorio (Rotating Fund) because of its capitalization, its strong rotating capacity, the management of new financing loans, the improvement of many low income family houses, other non financial projects of Red Habitat and to the lack of resources to cover administrative costs, it was transferred to Fundación Pro Vivienda- FUNDAPROVI. This foundation was created to administrate the Fondo with economic, financial, social and environmental sustainability as well as to be an allied to people who build houses and the city on a daily basis. These 10 years of practice have been taking place in a scenario of political and social crisis, which have been deepened in the last periods due to a lack of public housing policies which see to the needs and demands of the poorest families.

Nacida en La Paz Bolivia, economista de la Universidad Mayor de San Andrés de La Plaz, egresada de la maestría en Desarrollo Agrario del CIDES - UMSA,, Diplomado en Gnéro y Desarrollo del CIDES- UMSA Y Cursos de Especialización en Microfinanzas, Vivienda y Género. Fue Gerente del Área Económica y Financiera de Red Hábitat; Gerente General de Red Hábitat y actualmente es la Directora Ejecutiva de la Fundación Pro Vivienda.

David Quezada Siles, RED HABITAT

Nacido en La Paz, Bolivia, Licenciado en Arquitectura de la Universidad Mayor de San Andrés de La Paz, tiene curso de Diplomado en Arquitectura y Desarrollo de la Universidad de San Simón de Cochabamba y Cursos de Especialización en Hábitat Popular en La Habana, Cuba. Actualmente ocupa la función de Coordinador General del Taller de Proyectos e Investigación del Hábitat Urbano y Rural RED HABITAT.
