Methodological Analysis of Housing Strategies Aimed at the Provision of Excessive Basic Solutions

Abstract

This paper approaches one of the issues in the debate on housing strategies in our Latin American countries. This issue is schematically expressed through the polarity: complete minimal standard houses for the few gradual satisfaction of housing needs for all. Some implications in the meaning of each of the two conceptual poles will be referred to, those that can be seen in the concrete housing actions and products, and those that influence the most general prevailing conceptions on housing needs, on housing itself, on the commitment of State, on the sense and meaning of distributive and reparatory actions, and on the most appropriate model for social development. This will not be an impartial analysis, as if made by an “outsider” to the Latin American housing field. It will instead develop arguments that will refute or support each of the conceptual cores implicit in each pole. These arguments will be aimed at enhancing the model of housing (and social) strategy expressed by the second of them.
