The Provision of External Housing Assistance in Times of Disasters According to the Latin American Reality

Abstract

When dealing with the housing problem derived from disasters, it is important to keep in mind that in the present state of the Latin-American countries, apart from the catastrophes, the poor people represent a permanent serious emergency situation. The capacity to see the effects of a disaster as a “stressed emergency” or “doubled emergency” over a situation which was already at the limit before the disaster , is a way to keep poverty as a priority which is indeed the central problem. It should be dealt with as a whole with all its actors whether they are affected or not by a disaster.
