Social Housing Policy-Making Processes and Management Styles

Abstract

The objective of this paper is to share a theoretical and operational scheme for the analysis of the housing policy being used as part of the SECYT Incentives Program. The source is the research project called “Management styles and forming processes for the housing policy in Cordoba (1995-1999)”. This approach states a different way to understand and research on public policy in the area of social housing and it also explains which are the management styles used by different governments. This production has as a starting point the differentiation between the concepts of formulation and formation of public policy, it understands it as a political interaction among multiple actors which form a force field, where each one takes differentiated positions as regards power or the capital held by each one of them. From this approach the notions of social field, capital and its different types are developed and special attention is given to the state’s mega-capital. The process of housing policy formation is divided into the following components: a) The structure of the problem; b) The legitimacy of the question; c) The design of the scheme; and d) The implementation of housing proposals. Each one of these components is analysed from the point of view of the actors´ participation, and a operational matrix is developed for inquiries
