Abstract

In 2015, the National Disability Service determined that in Chile, 20% of the population over 18 years of age shows some type of disability. However, there is no communal data on this phenomenon at present, making more complex to develop local actions that allow the development to a more inclusive community. Therefore, this research was conducted from a qualitative approach, with local actors who responded to a call made from the disability office of the commune of Santiago to community institutions and people linked to the world of disability. With them, the perceptions of people with disabilities were explored penetrating in the understanding of the people in situation of disability on the concepts of disability and discrimination, to later address the elements that facilitate and interfere social inclusion and the priority needs for equal opportunities. The results show the perception of discrimination in the commune and emphasize the importance of having local inclusion policies and guidelines for its development.
